Section 7.14 of the preliminary Environmental Review has a summary of the mitigations for various aspects of the project during the construction, operation and decommissioning phases. It's in the form of a spreadsheet, with each of the concerns (as CHD sees them) making up one row. The construction phase has 20 items, the operation has 11 and the decommissioning just 1. Of the operational items, only 2 refer to birds, and they are shown below. By the way, VTE stands for Vulnerable, Threatened and Endangered.

Project Activity Potentially Affected Environmental Feature(s) Potential Effect(s) Potential Mitigation Measures Potential Net Effect(s) Potential Significance of Net Effects
general activities associated with Project operation VTE species, wildlife, and habitat disturbance to wildlife potential disturbance to wildlife is limited to area immediately adjacent to turbines, and will be minimized to the extent practical Disturbance to local flora, though permanent, will be spatially restricted to the operating areas Low
turbine operation migratory birds mortality due to collision of birds and bats with turbines use of tubular steel towers, as opposed to lattice type towers, to reduce opportunities for perching siting of turbines on deforested and /or agricultural landsMinimized effects on bird mortality Low

UPDATE, November 2007 - the final review is out and some changes have been made. Compare the two versions. Some improvements, but too little too late. Does anyone think, if problems are discovered, that the turbines will be removed or even shut down? Construction has already started, the turbines have already been sited and ordered. This project must be operational by the end of 2008 or CHD loses a fair amount of government subsidies.

Project Activity Potentially Affected Environmental Feature(s) Potential Effect(s) Potential Mitigation Measures Potential Net Effect(s) Potential Significance of Net Effects
Project operation VTE species, wildlife, and habitat - disturbance to wildlife
- loss of flora
- collision with turbines
- masking of auditory environmental signals
- disturbance to wildlife and flora limited to area immediately adjacent to turbines will be minimized to the extent practical
- siting of turbines away from natural habitat will largely preclude disturbance to local flora and fauna and the potential to mask auditory signals
- Wildlife is expected to adapt to the new environment created by the wind plant
- Disturbance to local flora, though permanent, will be spatially restricted to the operating areas
Medium
Project operation migratory birds and other avian species (birds, bats, butterflies) mortality due to collision of birds, bats and butterflies with turbines - use of tubular steel towers, as opposed to lattice type towers, to reduce opportunities for perching
- mortality studies will be considered to determine if operational turbines result in collisions with particular groups of birds or bats
- post-construction monitoring studies shall be developed in consultation with EC and MNR
Of the bird species observed or known to occur on Wolfe Island, most will be unaffected. The number of bat collisions with turbines is anticipated to be minimal. The number of collisions with turbines will be minimal for butterflies in the study area. Medium
